UK to Put AI at the Heart of Its 2027 G20 Presidency, Burnham Tells UN
Britain will put artificial intelligence at the heart of its G20 presidency in 2027, Prime Minister Andy Burnham announced in his first address to the UN General Assembly β a bid to make the UK the world's "honest broker" on the most consequential technology question of the decade.
"I am going to put AI at the heart of the UK's G20 presidency next year," Burnham told world leaders in New York. "We will work towards agreeing a single set of global principles and standards to ensure the transparency and access we need to increase our preparedness β and to ensure that AI development is safe."
What Burnham wants
The ambition is a global rulebook for frontier AI: common principles and standards covering transparency, safety and access to the most powerful systems, with fundamental decisions made by elected governments rather than left to technology companies. Burnham compared the challenge to the 2008 financial crisis, when the G20 delivered what he called an urgent and practical response β agreeing principles that each country then applied domestically in its own way. "And it worked," he said.
The UK plans to culminate its presidency with a leaders' summit in Manchester, where the government hopes to lock in agreement on the standards.
Why Britain thinks it can lead
Burnham's pitch rests on three claims. First, that Britain is uniquely positioned as an honest broker: close to the United States, rebuilding ties with the European Union, and maintaining working relationships with China and India. Second, that the UK already has the institutional machinery β the AI Safety Institute (now the AI Security Institute), created in 2024, which has struck agreements with leading American AI companies to test their models before they go to market. Third, that the moment is urgent: AI companies themselves have warned that systems could be out of human control within years, with growing reports of AI breaching secure systems.

The plan has one very large obstacle: the United States. The Trump administration has rejected attempts to create what it calls a "globalist scheme" to control AI, seeing international standards as a loss of American sovereignty and a brake on accelerated development. More than 20 countries have called for AI safeguards, but Washington has opposed binding commitments.
Burnham's answer is diplomacy rather than confrontation. In New York he met Trump and unveiled a new UK-US partnership on AI and autonomous defence technology, alongside a joint push against cyberattacks on critical infrastructure. The strategy is to keep Washington inside the tent while building a coalition of the willing around common principles.
AI minister's next steps
Domestically, the agenda is also moving. AI minister Kanishka Narayan has indicated that further regulation and new powers for domestic AI legislation remain under consideration, and Burnham has said Britain expects sufficient access and visibility into new frontier AI models to assess their risks. He also raised concerns about emerging technologies being used for disinformation and foreign interference β a theme that now runs through his foreign policy, from the Brexit referendum to the 2019 general election.
Why it matters
If the G20 effort succeeds, it would be the first globally agreed framework for frontier AI β the equivalent of what the 2008 crisis did for financial regulation. If it fails, it will confirm what sceptics already believe: that AI governance is a race between national champions, not a shared project. Either way, the Manchester summit will be the moment Britain finds out whether honest brokerage still works.
